Lisbon council to allocate 102 affordable homes to young people

Lisbon City Council has opened a tender to allocate 102 affordable homes to young people up to the age of 35. The properties, many of them vacant and now rehabilitated with PRR funds, are located in various parishes of the city.

Lisbon City Hall launched a new affordable rent competition to draw lots for 102 homes across the city. Some of these houses are in the historic area of the city; others are dispersed heritage, which was vacant and which is being rehabilitated with money from the Recovery and Resilience Plan (PRR). This competition is aimed at young people aged 35 or under and applications are open until October 22nd.

The houses in the tender are located in the parishes of Misericórdia, Campo de Ourique, Estrela, Campolide, São Vicente and Santa Maria Maior, and are being rehabilitated under the PRR, with completion expected by June 2026. “This is a good example of how we are adjusting housing policies to the real needs of people and the city”, said the Mayor of Lisbon, Carlos Moedas, in a statement.

“We created the first map of Housing Priority Zones, identified the parishes most affected by urban pressure and gentrification, and we are intervening there, renovating the municipality's housing stock and making more than 100 affordable homes available to young people”, he said, at the end of his term.

Among the properties that the young people will be able to live in are 12 apartments in Bica, more specifically in Travessa do Cabral, a room in Rua da Prata, or six houses next to Avenida da Liberdade, in Rua de São José. This competition also includes 15 of the 31 apartments that will be built in a new building under construction in Rua da Verónica, in São Vicente, right next to Campo de Santa Clara. In Campolide, 25 houses will be raffled off that are being rehabilitated in Travessa do Tarujo, between Rua de Campolide and the train station; some of these dwellings are located in Vila Elvira, a former workers' village, and others in a scattered building that was vacant.

You can search for all the properties that will be raffled off here, by searching for “PRA35”, the code for this competition. “We are committed to giving back the historic neighborhoods, the heart of our Lisbon, to young people. We want them to be able to realize their dream of living in the center, with affordable rents that are within their reach, thus keeping Lisbon's soul alive for generations to come.”, Carlos Moedas, who is running for a second term at the head of the municipality and who has used this issue as a banner in his campaign.

In addition to this competition, another affordable rent competition (with no age limit) is taking place at the same time, with the availability of 86 houses located in different parishes of the city, such as Avenidas Novas, Beato, Carnide, Lumiar or São Domingos de Benfica; applications are also open until October 22, and the code to search for this competition is “PRA34”. These two affordable rent tenders were approved at a city council meeting on September 10. The competition for young people was approved unanimously; and the general competition by a majority with three abstentions from the Citizens for Lisbon (CPL) movement and the favorable votes of the other political forces.

“We believe it is important to create specific access conditions for young people to live in historic neighborhoods by offering affordable rents, lower than those practiced in the market, given the need to counterbalance the trend of population aging in these urban centers, promoting greater social cohesion in these neighborhoods, intergenerational neighborhood networks and increasing housing solutions for young people and young families to build their future in Lisbon.”, reads the text of the proposal on the affordable rent competition for young people. The proposal was presented by Filipa Roseta, Moedas' housing councillor for the term that is now coming to an end.
