Anyone can speak at a public meeting of the Lisbon City Council. It is held once a month.
The municipal executive carries out private meetings e public meetings. While the former are restricted to councilors, the latter are open to the public - this means two things: anyone can register and speak at these meetings, exposing their questions and problems; anyone can attend the meetings in full, in streaming.
The meetings take place every two weeks, with last of each month is public. Public meetings begin at 3 pm and public speaking begins at 6:30 pm. Fifteen people can participate in each meeting.

Anyone can speak in the plenary sessions of the Municipal Assembly. There can be four per month.
The plenary of the Municipal Assembly - that is, all the municipal deputies - meets according to a calendar that is not fixed and is also defined according to the progress of the work. These plenary sessions are the most visible activity of the Assembly and it is there that the public can speak.
The plenary meets usually on Tuesdays and there can be four sessions per month, between ordinary and extraordinary sessions.

The Lisbon Participatory Budget (PB) corresponds to the exercise of informed, active and responsible citizen intervention in local governance processes, more specifically, in the participatory decision of a portion of the Lisbon Municipal Budget. This mechanism enables greater citizen involvement and responsibility in the consolidation of a civic culture of participation and responsibility in the natural evolution of society.

The Citizens' Council is a new civic participation initiative in the city of Lisbon, promoted by the City Council.
All citizens, aged 16 and over, are invited to register to participate in a day of debate and proposal-building for Lisbon around a specific theme, which will be announced before the day. Throughout the year, several debate days with different themes will take place.
Since it is not possible to have everyone in the debate in person, 50 citizens will be selected by independent and impartial bodies. The lottery allows everyone to have exactly the same opportunity to participate. This group of 50 selected people will represent the population of Lisbon in terms of age, level of education, gender, employment status and parish. Not being drawn for a debate, the registration is valid for the debates that will be organized.

This is a new initiative being promoted by the Lisbon Municipal Assembly.
The Lisbon Children's Assembly involves all children studying in Lisbon's schools, aged between 8 and 12, and through a process of election among their peers, will lead to the choice of 2 children per school who will participate in the Children's Assembly of each parish to be held in April and then, on May 31, the Lisbon Children's Assembly will meet for the first time with 48 children, 2 representatives of each parish of the city.

The thematic debates promoted by the Municipal Assembly are foreseen in articles 39 and 87 of the Rules of Procedure. They may be proposed by the President of the Municipal Assembly, by the Permanent and Eventual Committees and by the Municipal Groups, through a proposal containing the theme, date, format and suggestion of personalities and entities to be invited. The final format of the debate is decided in plenary, after hearing the Conference of Representatives, and must include a Municipal Assembly Report and a final Deliberation containing the main conclusions and recommendations approved by the Assembly.
The thematic debates are open to the participation and intervention of organizations, institutions, individuals and citizens of Lisbon in general.
