
The loading and unloading bays are an important component of the complex puzzle that is city mobility. They allow traders and service companies to make quick stops to load or unload material, safely and legally. Lisbon has been gaining new loading and unloading bays throughout the city as a way of keeping traffic flowing and counteracting behaviors such as second-row stopping.
Now, in order to make loading and unloading bays more efficient, EMEL will incorporate a monitoring system to map these bays and detect their availability (free or occupied) in real time. In order for the project to come to fruition, it needs a supplier to provide a solution, install it in the city and maintain it, and a public tender has been launched to this end.
EMEL has a total of 370,000 euros to invest in this project - 50% of which will be financed by the Connecting Europe Facility (CEF) or the Connecting Europe Facility (CEF), the same that will fund part of the studies to modernize public transport interfaces.
"The award criteria take into account, in addition to cost, the level of openness of the proposed system (enabling direct communication of data with EMEL's monitoring platform) and the degree of sophistication of the equipment, namely whether it can check the status by independent communication frequency (e.g. Bluetooth), whether it has timestamp functionality when a change in status is detected, whether it allows communication with other devices (smartphones, car navigation equipment or on-board key for parked vehicle identification proxy) and whether it is compatible with IP69 degree of protection."explains EMEL in a statement.
The new system will serve to monitor 650 parking spaces on the public highway reserved for loading and unloading operations, in the area between Baixa Lisboeta and Campo Grande.
This initiative is part of C-ROADS PORTUGAL, a project for the harmonized development of Cooperative Intelligent Transport Systems (C-ITS) in Portugal, co-financed by the CEF, which aims to make Portuguese roads safer for citizens, mobility more efficient and reduce road transport emissions. As the project is made up entirely of national companies and includes, among others, all of our country's road infrastructure managers, we believe that C-ROADS PORTUGAL will be an important milestone for the implementation of C-ITS services on a national scale.
