After hearing the experts and after a meeting of the Council of Ministers, the Government presented the rules of the next two deconfinement phaseswhich will come into effect in two stages: first on June 14 and then later on June 28. In both phases, there will be changes in relation to the capacity of public transportation, which since last year has been running at 2/3 of its capacity.

Starting June 14,

  • the public transportation that operates exclusively with seating positions will be able to circulate with total capacity. It is the car of many suburban bus lines that connect Lisbon to the outskirts and vice-versa, but also of the long distance trains or the Rede Expressos lines;
  • the public transportation that operates with seating and standing positions maintains two-thirds capacity in relation to its maximum capacity. This is the case with the Lisbon Metro, Carris buses and streetcars, boats and suburban trains.

Starting June 28th, all public transportation will no longer have capacity limits.

Despite the definition of the new phases, the progress of the deconfinement will depend on the status of the pandemic in each county, an evaluation that will continue to be done weekly by the government. As of June 14, counties that consistently register high levels of incidence will be subject to stricter measures, and there will be two criteria based on population density: for highly populated counties, the red line is an incidence rate higher than 120 cases per 100,000 inhabitants; for low populated counties, it is 240 cases per 100,000 inhabitants.

Lisbon has been in a state of alert with a incidence of 153 cases per 100,000 inhabitantsHowever, it is at the most advanced stage of deconfinement to date.
