What are Carlos Moedas' proposals for mobility and public space in the city?

There are "new times" ahead for Lisbon City Hall. We have gathered Carlos Moedas' main proposals for the city's mobility and public space, for its sustainable future, as well as for a greater civic engagement.

Carlos Moedas won the local elections this Sunday, September 26, with a hard-fought victory over Fernando Medina. In the "new times" of the Lisbon City Hall, Moedas will have to govern with a left-wing majority and no natural coalition to the right, both in the city executive and in the City Assembly.

Moedas' electoral program includes several ideas. We have put together the coalition's main proposals New Times (PSD/CDS) for the city's mobility and public space, for its sustainable future, as well as for greater civic involvement.

Cycling Mobility

  • Redesigning Lisbon's cycling network with a focus on safety, comfort, and functionality for cyclists and pedestrians;
  • Eliminate problem cycling lanesIn the program and in the campaign Moedas only mentioned the Almirante Reis bikeway, and to design viable alternatives. The then-candidate said he would ask LNEC (National Laboratory for Civil Engineering) to evaluate the city's bike paths;
  • Build a A continuous, widened bike path with adequate urban equipment and support services from Algés to Parque das Nações;
  • Extension of the bicycle path from the Quinta da Bela Flor Urban Park to the river, with re-profiling the Avenida de Ceuta as an urban avenue;
  • Increase the spaces for bicycle parking;
  • Add to monthly public transport passes the GIRA bicyclesby promoting door-to-door mobility;
  • Implement a safety program for smooth mobility (bicycles, scooters, etc);
  • Implement a information campaign and involvement of lisboans in active mobility.

Pedestrian Mobility

  • Developing a continuous, comfortable and inclusive pedestrian network;
  • Implement a comprehensive plan for the elimination of architectural barriers in public spaceurban furniture, and public transportation;
  • Study and implement new structural solutions to prevent abusive parking on the tours.

Public Transportation

  • Supporting extension of the Lisbon Metro's Red Line to Alcântara, with subsequent extension through the mid-coast to Miraflores and Algéswhere the interface with the Cascais Line will be made;
  • Connecting the Cascais Line to the Beltway and the new Alcântara subway station;
  • Eliminate the circulation of surface trains on the Cais do Sodré to Algés sectionaccelerating the gradual devolution of this entire area to the city's connection with the Tagus and the future resolution of the Container Terminal problem;
  • Transform the Circular Line and the future Yellow Line into a single loop line (Odivelas, Campo Grande, Rato, Cais do Sodré, Alameda, Campo Grande, Telheiras), to maintain direct connections (without transshipment) from Odivelas, northern Lisbon and Telheiras to the city center;
  • Transforming the Tagus into a metropolitan waterwaypromoting a network of collective and individual river transportation, including river cabs, along the entire waterfront, from Algés to Parque das Nações;
  • Enter the Free public transportation for residents under 18, university students, over 65, people with disabilities, unemployed and "green passengers;
  • Create conditions for the development of a mobility system as an integrated service (MaaS) for proportional, on-demand, multimodal mobilitycreating an Integrated Mobility Operations Center in Lisbon, and strengthening participatory mechanisms in the mobility system to involve private companies and the people of Lisbon;
  • Create a integrated mobility plan for 1st cycle schools ("Yellow-bus" or "School-bus")to empower the autonomy of children and young people in their commuting to and from school and alleviate the need for individual transport at the expense of parents, thus reducing automobile traffic within the city;
  • Promote the modernization of cab transportationThe company has also invested in the expansion of its squares, improving operating conditions, namely safety and hygiene, and enhancing the electrical conversion of the fleet.

Car

  • Build more and better deterrent parks on the outskirts of the cityIt will evolve to a more attractive and multimodal typology, in articulation with the neighboring municipalities;
  • Ensure multifunctional parking for residents in all neighborhoods;
  • Optimizing the supply of surface car parking;
  • First 20 min free parking (per day), in the city, and 50% discount in the remaining periods, on all EMEL fares for residents;
  • Promote shared mobility;
  • Accommodate the growth of transport logistics and manage the loading and unloading cycles;
  • Create more space for motorcycles, shared vehicles, electric vehicles, and loading and unloading vehicles, and reinforce electric vehicle charging stations.

Public space

  • Gradually implement a Zero Emission Zones Planin order to gradually meet the Climate Transition objectives defined for the city of Lisbon by 2030, and this definition will have to be done zone by zone and based on participative processes, with a deep involvement of the residents (in response to the association ZERO);
  • Make definitive in its normative regulation, in the scope of urbanism and public space, the decisions that facilitated the installation of esplanades in the context of exceptional trade support during the pandemic;
  • Rebuild or relaunch new municipal marketsBuild two new municipal markets, namely, Rato, São Domingos de Benfica, Olivais, Bairro Padre Cruz and Bairro das Galinheiras. Build from scratch two new municipal markets, namely, in Belém and Campolide, as anchor elements of the city;
  • Create a plan for the creation of open-air shopping malls;
  • Restore bandstands using contests of ideas in the neighborhoods and promoting its regular use;
  • Inclusive Playground Adaptation Programby placing equipment adapted for children with motor disabilities;
  • Installation of public toilets in areas of greater population and tourist pressure;
  • Improve nighttime safety in public spaces more prone to crime through adequate lighting and maintenance of green spaces and trees so as not to obstruct the points of light.

Parks and green spaces

  • Transforming current Feira Popular project and the respective Urban Park to provide leisure and sports equipment, including a new natural outdoor pool in CarnideThis program of qualified recreation and leisure will be complemented by cultural facilities and the reconversion of Av. This program of qualified recreation and leisure will be complemented by cultural equipment and the reconversion of Av. Prof. Francisco da Gama Caeiro, in order to connect the Padre Cruz neighborhood to the city through an urban avenue.
  • Promote the Restelo Urban Parkinspired by the concept of the Vale do Silêncio Park, with a central lawn protected by a clump of trees that protects it from the roads. The creation of this new urban park would allow the implementation of the green corridor of Moinhos de Santana, connecting the Botanical Garden, Ajuda Cemetery and Parque dos Moinhos de Santana with a green corridor along Rua Antão Gonçalves and the Monsanto Forest;
  • Create the Linear Park of Casal VentosoThis will be connected to the Urban Park of Quinta da Bela Flor and the extension of the bike path to the river, with the resurfacing of Avenida de Ceuta as an urban avenue;
  • Promote Monsanto as the great adventure sports center of the city (where mountain biking, climbing, orienteering, archery, hiking, and challenger's races are promoted).
  • Create more green areas of proximityThis will be done, as a priority, in areas of deprivation, investing in neighborhood codecision processes that allow the requalification of the public space based on proposals and ideas from the local population, enhancing the appropriation of space by people and a greater experience of community life in the public space, contributing to higher levels of security.

Sustainability

  • Continue to promote initiatives such as the "Repair Cafés" and create "Neighborhood Centers for Repair and Reuse" to stimulate small repairs;
  • Ensure the consistent and progressive expansion, in all areas where it is technically possible, of the eco-island/ecopoint systems;
  • Gradually implement the PAYT system - "Pay As You Throw in the door-to-door collection system of urban residues, in order to enhance selective separation.
  • Ensure the LED bulb installation on all the lamps in the city.

Citizenship

  • Create a Citizens Assembly of the City of LisbonIt is a permanent organization, representative of the people of Lisbon, managed and organized by a specialized team, impartial and independent of political parties;
  • Deepen the transparency of the Lisbon City Councilwith a renewed strategy for transparency and for the prevention of Corruption Risks, based on: a clear register of interests; the revision of the current Code of Good Conduct, Ethics and Citizenship; the introduction of the best international practices for reporting complaints, with guaranteed safeguards for privacy and rights;
  • Create a Citizen Experience Observatory, able to measure and analyze the experience and perception of citizens as users of municipal services and that will have the mission of continuously measuring the quality of services and promoting a relationship of proximity and trust between CML and the citizens;
  • Launching the initiative "Lisbon Conversation"in which the Mayor of the CML and/or members of his executive will informally visit a parish to listen to residents and promote a spirit of open and ongoing dialogue between policy makers and the population;
  • Restructure the open data portal to be more than just a data repository, adding more readability and usefulness;
  • Identify cases of digital inequality and promote digital training actions in the user's perspective for info-excluded segments and communities.
