Carlos Moedas already has his councilmen, the deputies are already installed in the Municipal Assembly and the Lisbon Metropolitan Area already has a new executive composition.

The PS also chairs the Lisbon Metropolitan Area, with the elected President of this deliberative body that oversees the 18 municipalities being the socialist Carla Tavares, mayor of Amadora. Carlos Moedas decided to keep the Energy Transition and Climate Change portfolio and distributed the remaining responsibilities to councilors elected by the coalition he led:

The new mayor of Lisbon is said to have tried to give portfolios to opposition councilors but without success, as the Diário de Notícias wrote. Fernando Medina and some members of his list for the Lisbon City Council for the coalition More Lisbon have decided not taking up the councillorship - Besides Medina came out the number two, Inês Lobo, and also Inês Ucha, and the independents Maria João Santos Rodrigues and Álvaro Machado de Amorim Pinto.

The Municipal Deputies
Consisting of 75 deputies, including the 24 presidents of the parish councils, the Municipal Assembly is the deliberative body of the municipality. It has supervisory powers over the municipal executive and deliberates on the most important matters for the municipality, on the proposal of the City Council. In the Assembly, the PS has a majority - despite having directly elected 17 deputies (the same number as the PSD), the party won more parishes than the PSDSo it may seat more deputies in the House of Citizenship.

The Lisbon Metropolitan Area
Succeeding Fernando Medina as President of the Lisbon Metropolitan Area (or, better, of the Lisbon Metropolitan Council) is Carla Tavares, also socialist and mayor of Amadora. Carla Tavares was unanimously elected for the 2021-2025 term at the council's first meeting, which took place on October 28.
The Metropolitan Council is the deliberative body of the Metropolitan Area of Lisbon (AML) and is composed of the Mayors of the 18 municipalities that make up the AML: Alcochete, Almada, Amadora, Barreiro, Cascais, Lisboa, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira. To wit:
- Fernando Pinto - Mayor of Alcochete, elected by the PS;
- Inês de Medeiros - Mayor of Almada, elected by the PS;
- Carla Tavares - Mayor of Amadora, elected by the PS;

With the PS having more municipalities than the PSD, one would expect that Carlos Moedas would not succeed Medina, even though the Metropolitan Council is usually chaired by the Mayor of Lisbon. Moedas only led the initial work of this first meeting.
