Next year, you will still be able to ride all public transportation in your municipality for 30 euros, and circulate throughout the entire AML for 40 euros.

The Navegante Municipal and Metropolitano passes will continue to cost 30 and 40 euros respectively next year. The decision was taken by Transportes Metropolitanos de Lisboa (TML) on Monday, "after consulting the municipalities with their own services and in conjunction with the other transport authorities in the region"reads a press release.
Why are transport costs increasing?
Every year, the Mobility and Transport Authority (AMT) stipulates the so-called Tariff Update Rate (TAT)The maximum percentage by which the different operators and transport authorities may increase their tariffs. From 2021 to 2022, the TAT will be 0.57%after having been 0% from 2020 to 2021. From 2019 to 2020, the transport regulator determined that prices could not increase by more than 0.38%; from 2018 to 2019 the maximum percentage was 1.14%, and from 2017 to 2018 it was 2.50%.
With the TAT set at 0.57%, this means that transport operators, such as Metro de Lisboa or Carris, or transport authorities, such as TML, responsible for Navegante, can increase the prices of their different tickets so that, as a whole, the average increase in all fares does not exceed 0.57%.
According to the law in forceThis TAT is set by the AMT with reference to inflation over the last year, more specifically the percentage change in the prices of goods, except those related to housing, over the last 12 months, between September of the previous year and October of the current year - the Consumer Price Index (CPI).
Navegante has never increased in price
The Navigator Passes were introduced in 2019 and have never increased in price since. In each of the 18 municipalities of the Lisbon Metropolitan Area (AML)The Navegante Municipal is available for 30 euros and allows you to travel on all public transport within the respective municipality. The Navegante Metropolitano, on the other hand, costs 40 euros and offers unlimited free access to all transport in the 18 municipalities of the AML.
There are also family Navegante options, which allow all the people in a family to use the same pass for a maximum of 60 or 80 euros (Navegante Municipal Família or Navegante Metropolitano Família, respectively). For children up to the age of 12, the Navegante Municipal is free; for people over 65, it costs 20 euros.
Since 2019, Navegante has resisted price increases, despite the TAT for 2020 being 0.38% and the TAT now decreed for 2022 being 0.57%, the highest value in the last three years. "The measure is part of the strategy to promote and encourage the use of public transport in the Lisbon metropolitan area"says TML.
TML informs us, however, that "The Tariff Update Rate of 0.57% may be applied to the remaining transport tickets of the operators and services within its competence, as determined by the Mobility and Transport Authority". TML, as well as the different transport operators, will have to decide which tickets (single, pre-purchased...) or passes (combined, subscriptions...) will have updated prices or whether to maintain their respective values, and communicate these decisions both to the sector regulator, AMT, and to the public.
TML - Transportes Metropolitanos de Lisboa is the municipal company of the Lisbon Metropolitan Area (AML) responsible for managing the metropolitan ticketing system and guaranteeing the intermodality and interoperability of the transport ecosystem that covers the 18 municipalities of the AML.
