Lisbon City Hall reveals what it has been doing in the last two months

There is news about Almirante Reis and there is a proposal to redesign the bike path coming from Benfica in the Sete Rios area.

The Lisbon City Council has already been studying and developing projects for alternatives to the bike path on Avenida Almirante Reis and the future of that axis will have to go through a process of public participation. A proposal is also being studied to improve the current cycle path crossing Rua Conde de Almoster in Sete Rios and there is already a project for at least part of the intercity cycle path between Olivais (Lisbon) and Loures.

These are some of the news from the last two months (December 2021 and January), revealed in the usual accounts that Lisbon City Council (CML) has to periodically present to the Municipal Assembly (AML), allowing scrutiny of its activity by municipal deputies. It is in a document entitled Service Information - which accompanies another called Written Information from the President - which summarizes all of CML's internal activity over the last two to three months; it is a very long and somewhat detailed document, structured by each Municipal Directorate ("department") and accompanied by a summary message from the Mayor.

On the requalification of public spaces, the Municipal Urban Planning Department (DMU) has given continuation of the preliminary studies for Avenida Infante Santo, Praça Paiva Couceiro, Pátio do Moca, Largo Frei Heitor Pinto, Praça das Águas Livres and Praça José Fontana. Still in the pipeline are Luz RoadThe northern sector is under preliminary study and the southern sector already has a project. The redevelopment of Rua de Belém, Rua do Século and the surroundings of the Lisbon Congress Center are at the preliminary program stage ("first draft").

EMEL and CML to share GIRA data

DMU also prepared the presentation of the future Structuring Pedestrian Network of the city and analyzed different proposals for the extension of the Red Line of the Lisbon Metro between São Sebastião and Alcântara in terms of public space, the location of each of the stations, and their fit with the LIOS. LIOS is therefore still on the agenda with the Municipal Directorate of Mobility (DMM) making a "monitoring the definition of the LIOS route". LIOS will be a light rail system that will connect the capital to Oeiras and Louresand interconnecting with the route of streetcar 15 in the city of Lisbon. However, the project is stilla there is no guaranteed funding.

Meanwhile, the Municipal Directorate for the Environment, Green Structure, Climate and Energy (DMAEVCE) "awaiting higher decision" in relation to the central separator on Rua Joaquim António de Aguiarbetween Marquês de Pombal and Amoreiras - this street is one of the exits from the Marquês Tunnel and its central divider is now a sidewalk axis. In Alcântara Valley Green CorridorThe Casal Ventoso Horticultural Park is in the planning stage; the contract is being awarded to 2nd phase of the Vale da Montanha Urban Parkin Marvila, as well as the Encosta do Olival Urban Park and the connection between the Calçada de Carriche Bridge and Quinta de Alcoutins, both in Lumiar. On the pedestrian bridge in Campo Grande, 2016 Participatory Budgeting (PB) winning project and intended to connect the northern and southern parts of the garden, it turned out that the project "far exceeds the budget" in the PB of 150 thousand euros, so the municipality will "agree with the developer on a more economical soil solution" - In April 2020, the preliminary architectural study for this overpass was completed.

In terms of mobility, planning has begun for the cycling network with a time horizon of up to 2025. "updating data" and the "identification of actions" to be carried out. Lisbon City Council and EMEL will now share data on the GIRA network; the municipal mobility company and the City Council will have "mixed responsibility for updating" this information, which can then be used more immediately to make decisions. DMM prepared the study and developed "projects for alternatives to the bike lane on Avenida Almirante Reis"while the DMU prepares the "process related to the integrated intervention of the Almirante Reis axis and surrounding area". DMM also made a "evaluation of EMEL's proposals for alterations/improvements to the bicycle lane on Rua Prof. Francisco Gentil Martins at the crossing in Sete Rios" (the Benfica cycle path that starts at Rua Conde Almoster), and one "analysis and drafting of an opinion" EMEL's project for the intercity cycle path between Olivais and Loures in the Azinhaga das Courelas area.

PAAB completed, future open for Selim

The Bicycle Purchase Support Program (PAAB) was completed at the end of 2021, "almost all eligible applications have been completed, but three situations remain to be settled". The PAAB had 51 participating stores and 32 workshops. In the two years of the program (2020 and 2021), a total of 5675 applications were registered, of which 88% were validated. In total, CML contributed 773 thousand euros, less than a third of the budget of three million initially planned at the launch of the program.

The analysis of the results of the 2021 questionnaire Hands Up!is an annual school mobility survey that takes an X-ray of how the city's children and young people travel to school. In this edition, 179 schools and 26,316 pupils took part - 20 more schools than in 2020 but half as many pupils. The report awaits "superior validation". It was also "2nd edition of the annual Lisbon Mobility Survey carried outIn November, the aim is to analyze the current mobility patterns of citizens living in the municipality of Lisbon and assess their level of satisfaction with the mobility ecosystem offered and to test new forms/trends of mobility.".

DMM has drawn up proposals for the association Cyclodaone to continue supporting the Selim project and another for "development of a pilot project and implementation model for cycling lessons in an urban context for 2nd and 3rd cycle students". At the same time a fleet of 10 cargo bikes and a trailer for the Lisbon City Council with "characterization/personalization" of these bicycles, as part of the European City Changer Cargo Bike project; A proposal was analyzed for a one-way street and the reordering of parking on Rua do Galvão and Rua Santo António a Belém (which are currently plagued by abusive parking on the sidewalk), and the following was done "studies restricting traffic in the Avenida Defensores de Chaves/Rua Dona Filipa de Vilhena area"near the Instituto Superior Técnico and the Arco do Cego Garden.
