This measure was one of Carlos Moedas' electoral promises. It is valid only for Lisbon residents and excludes all people who use public transportation on a metropolitan scale.

The social measure of free public transportation - which for Carlos Moedas is also an environmental measure - goes into effect this Monday, July 25, for those over 65. Seniors can benefit from free membership as soon as they join. Young people, on the other hand, can join from August 16 in order to have access to free membership in September.

Free public transportation for young and old were one of Moedas' electoral flagships, with the measure was approved at the beginning of this term by majority vote in a town hall meeting and by the Municipal Assembly at the end of April. The gratuity applies to people who had their tax domicile in the municipality of Lisbon and who:
- are students, aged between 13 and 23,
- or who are 65 years of age or older.
It should be noted that higher education students enrolled in medicine and architecture courses can benefit from the free ticket up to the age of 24, inclusive. Under-13s are not free because there is already a metropolitan free ticket for under-13s, the Navigator 12.
To benefit from free transportation in Lisbon you will need a "Navegante" card that must be renewed every month with the "Navegante" Municipal pass - this pass will be free. In other words, it will not be possible to circulate in the transports without any card. It is necessary to adhere and renew annually to benefit from the free transports.
How and where to join?
Membership can be taken at the following locations:

Those over 65 can join as of July 25 and start using it immediately. Young people will be able to join as of August 16, but will only be able to load the title as of August 26, for use in the month of September.
To join, you will have to:
- statement of enrollment issued by the school, in the case of young studentsand the Citizen's Card, in the case of those over 65;
- tax residence certificatewhich can easily be obtained from the Finance Portal.
In case you don't have a Navegante card, it can be done at the moment of adhesion, in less than five minutes, with a cost of 12 euros and only with the Citizen's Card. The cost of the Navegante card is borne by the person.
Exceptionally, at the beginning of September 2022, if the young student does not yet have the enrollment statement for the year 2022/2023 but has already had a Navegante pass with discount 4_18 or sub23 in the previous year, may benefit from the gratuity during that month, by submitting only the tax domicile certificate.
People over 65 can join at any time. Young students can join annually between September 1st and November 15thbut for young people who turn 13 or 19 during the school year, they can join outside the period mentioned. If you do not

How to use the free Navegante?
The free ticket is valid for Lisbon's Municipal transport network, which includes all of the city's operators, namely Carris (routes within Lisbon), Metro de Lisboa (the city's urban network), CP (stations within the city) and Fertagus (between Campolide and Roma-Areeiro). People over 65 will not be able to use Fertagus, since the urban mode of Navigator 65 is not part of this railway operator.

Without the free regime, the over-65s would pay 15 euros for their pass, while young students would pay between 12 euros and 22.5 euros. The benefits are valid only for the Urban mode of the NaveganteIf you want or need to ride in the entire Lisbon Metropolitan Area, you will still have to pay 20 euros, for those over 65, or between 22.5 euros and 30 euros, for young students; the Lisbon City Hall will not, for the time being, share the difference between the Urban and Metropolitan modes.
