Public transportation will cost more in 2023 for occasional passengers

In the capital, there will be increases on the Lisbon Metro and Carris. Traveling between the two banks on Fertagus trains and TTSL boats will also be more expensive. Carris Metropolitana and CP will have their fares frozen in 2023. Passes will not increase.

If the public transportation pass will not increase in 2023 - by decision of the Government - the same will not be true for occasional tickets, intended for less frequent passengers. Only Carris Metropolitana and CP will keep all their current fare pricing. In the case of Metro de Lisboa, a pre-purchased ticket, which allows travel not only on that operator's network but also on Carris for one hour, will cost 1.65 € - 15 cents more than at present.

It is about an increase of 10%which is therefore greater than 6.11% - the average Tariff Update Rate defined by the Mobility and Transport Authority for January 1st 2023. Traveling on the Lisbon Metro and Carris will also be more expensive with Zapping: 1,47 € at the very beginning of the year, instead of the current 1,35 €. The daily ticket that includes Metro and Carris will also cost 6.60 euros, 15 cents more than today.

At Fertagus, the increases will also be felt. A trip between Lisbon and Setubal, which now costs 4.60 euros, will now cost 4.85 euros - that's 25 cents more. Just crossing the bridge by train between Pragal (Almada) and Lisbon will cost 15 cents more: from €2.05 to €2.20. Also the boats that connect the two banks will have higher fares from January 1: a pre-purchased ticket on TTSL will be between 5 and 15 cents more expensive, depending on the connection. It is between Lisbon and Montijo, Barreiro or Seixal that the increase will be greater: 15 cents more. For example, a ticket from Cais do Sodré to Montijo will go from €2.85 to €3.00. Between Cacilhas (Almada) and Lisbon, the increase is only 10 cents: a single trip will cost 1.40 instead of the current 1.30.

Carris Metropolitana and CP without increases

Carris Metropolitana, on the other hand, will maintain the current fare pricing. The new operator is still only operating in the South Bank and on January 1st will arrive at the North ShoreIt would make no sense to change the fare pricing in a context of growth and solidification. This decision of not changing Carris Metropolitana's fare pricing was taken last Novemberby the Metropolitan Area of Lisbon as the regional transport authority. CP will also maintain all its occasional fare pricing on suburban trains and beyond, by determination of the Government.

The pass from Carris' neighborhood fares will remain at 10 eurosTTSL's 30-day passes or combined Metro and parking passes will also maintain their current values. Carris will also not increase on-board fares - a bus trip will continue to cost €2.00 if bought from the driver, for example. On the side of Transportes Colectivos do Barreiro (TCB), MobiCascais and Metro Transportes do Sul, the light rail network on the South Shore, there is no news of fare changes.

Biggest increases in recent years

The good news for 2023 is that the monthly Navegante pass, regardless of its modality, will not increase in 2023 by government decision. Thus, the Navegante Municipal pass will continue to cost 30 € and the Metropolitan pass will cost 40 €. A family - regardless of the number of people in the household - will continue to pay a maximum of 60 or 80 € for public transport in their municipality or in the Lisbon Metropolitan Area, depending on whether they subscribe to the Municipal or Metropolitan mode of the Navegante. Social and student discounts also remain unchanged.

Increases in occasional public transport tickets are determined, as always, by the Fare Update Rate, a percentage that is calculated annually by the Mobility and Transport Authority (AMT) based on inflation. From 2022 to 2023, the Fare Upgrade Rate - which determines the average increase that each operator can make on its fares as a whole (it's an average, which is why some tickets may go up more than this rate) - will be is the highest in recent years. From 2021 to 2022, it had been only 0.57%. From 2020 to 2021, it was 0%. From 2019 to 2020, it was 0.38%.
