In 2024, the Navegante pass will be free for all students up to the age of 23. To benefit from this gratuity, young people will have to keep up the practice of topping up their pass every month.

Next year, the Navegante pass will be free for students up to the age of 23, a measure supported by the State Budget. Although it is free of charge, the pass will still have to be topped up every month by the beneficiaries of the free pass. The free pass can be topped up at the operators' ticket offices and points of sale. PayShop storesbut not yet at the ATM.
ATM network out for now
As of today, December 26th, students can now take the charge your passes free of charge for use in January 2024This will avoid any queues. You can top up your free ticket at the following locations:
- on Navegante Spaces;
- at the ticket offices of CP, Fertagus, TTSL, MTS, TCB, Metro de Lisboa and Barraqueiro Transportes;
- in the automatic machines of the Lisbon Metro;
- in the sales network of Carris, MTS, TCB and MobiCascais;
- in the Pick Hub app (iOS e Android).
The Multibanco network does not yet allow free passes to be topped upBut it will soon be an option, according to TML.
And who doesn't have a card?
Students who used the Navegante pass with the "4_18" or "Sub23" discount just have to keep topping it up as usual, but from now on free of charge.
Anyone who wants to start using all public transport in the Lisbon metropolitan area (amL) for free but doesn't have a Navegante card can make one of these cards on the spot at a Ponto Navegante or Navigator Space or even without leaving home, through the Metro de Lisboa website.
But in order to benefit from the free service, you will have to show proof at any Espaço Navegante or operator's service desk:
- students up to the age of 18 only need to present an identification document proving that they are under the age of 19;
- from 19 to 23 years old, they must provide proof of school attendance by means of a document from the school/college, at any level of education, and present their identification document. This condition must be renewed annually;
- students on integrated courses such as Architecture, Medicine, Dentistry, Pharmacy and Veterinary Medicine have access to free tuition up to the age of 24.
Metropolitan mobility
With this gratuity, students will gain zero-cost mobility throughout the metropolitan areaYou can now use any mode of transport. "This measure to extend the gratuity provided for in the State Budget makes a substantial contribution to collective and sustainable mobility, as well as contributing significantly to the family economy"said Transportes Metropolitanos de Lisboa (TML), which manages the Navegante ticketing system in amL, in a statement.
Lisbon students who have a free pass from the City Council - modality Municipal - can migrate to the new pass Metropolitanby selecting this mode on a machine or asking for it to be activated at a service desk.
It should be remembered that the Navegante pass was launched in April 2019 and has not increased in price since its launch; it also continues to maintain its geographical range and includes all modes of transport.
