Lisbon Without Wires: the city council's project to remove cables from buildings

Through the Lisboa Sem Fios project, the City Council intends to remove the "dead" cables from poles and buildings in the city, and transfer the "active" cables underground.

Lisbon's façades now show the result of decades of continuous installation of electricity and telecommunications networks in buildings. The entry into the market of a significant number of telecommunications operators, who tend to own their networks and have competitive offers, has led to frequent changes of operator by customers and has promoted the successive installation of cables in the walls of the city's buildings, with the previous ones often being maintained even after the service has been disconnected.

The result is plain to see: wires and more wires accumulating on the façades. To change this situation, the Lisbon City Council's Urban Planning division has created the program Lisbon Wireless. In conjunction with the National Communications Authority (ANACOM), telecommunications operators and E-Redes, which is responsible for the electricity distribution network, it was established the objective of removing all electricity and telecommunications network cables and equipment installed on poles or visible on the façades of buildings in the city.

Two pilot areas have been defined, which will serve as a test for later extending the Lisboa Sem Fios program to the whole city: Avenida Fontes Pereira de Melo, in Arroios, and Avenida da Igreja, in Alvalade. The idea here is to test the joint work between the municipality and the operators in removing "dead" cables from poles and buildings, and transferring "active" cables underground. Several areas of the city, which have been intervened on as part of programs such as the A Square in Every Neighborhood or the Paving LisbonIn addition, the city already has municipal infrastructure underground for the passage of electricity and telecommunications cables, which facilitates this transfer of active cabling.

At the same time, the entire municipal network of telecommunications infrastructures in public spaces is being mapped and a timetable for the phased implementation of the program is being defined. Behind the scenes, there is also a revision of the Public Space Infrastructure Regulations (RIEP) of the city, with the aim of integrating into it the objectives of the Lisbon Wirelessas well as the implementation of a new draft approval process for new licenses (conservation, alteration, extension or rehabilitation works), which makes it effective to remove all the cables installed on the façade, to build infrastructure inside the building and, if necessary, to build infrastructure in a public space, underground.
