In the Lisbon parish with the largest public housing stock, new public housing buildings are under construction to be made available on the affordable rent market.

Several public housing projects for affordable rent are springing up in Marvila, accompanied by the renovation or construction of social facilities. The parish, which currently has the largest public housing stock in the city of Lisbon, should not lose this status in the coming years. The new housing developments could help Marvila regain the population it has lost over the last decade. In fact, between 2011 and 2021, Marvila saw its number of inhabitants fall by 6.2% from 37.8 thousand to around 35.5 thousand. Despite this decrease, it remains the second most populous parish in the municipality, just after Lumiar.
Marvila was once a vast valley used for farming and leisure activities, and at the end of the 19th century it was occupied by industrial and working class neighborhoods. Considered a periphery in those days, it underwent its major urban development in the 1990s through the construction of housing financed or promoted by the state and the city council, which made it possible to extend the city to the east. Today, these neighborhoods are essentially for housing purposes, but they don't offer integrated sustainable quality and a diversified social life. Marvila is a parish with many deficiencies, for example in terms of mobilityBut it has made progress in resolving these shortcomings.
The parish has recently gained a Health Unit, seen its EB1+JI Manuel Teixeira Gomes be renewed and will have EB1+JI Aquilino Ribeiro rehabilitated soon, and is currently working on a Sports Pavilion with 130 bench seats, several playing fields and the possibility of hosting activities such as gymnastics, combat or racket games. Some of these facilities are helping to fill the urban voids that characterize Marvila and promote greater social cohesion. However, this work cannot be disconnected from housing. In this regard, three important projects are underway in Marvila, under the responsibility of the municipal works company, SRU, which include improvements to public space and green spaces.
If Marvila once grew up with neighborhoods for lower-income families, it will now be able to win over a more diverse public, since the housing buildings now under construction will be part of the Affordable Rent Program, aimed mainly at the middle classes.
Rua do Vale Formoso de Cima
2 buildings, 8 floors, 155 houses, T0 to T4
The contract on Rua do Vale Formoso de Cima consists of the construction of two buildings public housing, with a total of 155 firesof typology T0 to T4. In addition to the housing, commercial/service spaces and communal areas (communal rooms and laundries) have been included. In addition to the building work, the entire surrounding area has been landscaped, with the public space being upgraded, the introduction of infrastructure and green spaces for collective use (including the reformulation/introduction of urban vegetable gardens) - work that is in conjunction with the surrounding roads and the Vale Fundão Park.





Pin District
1 building, 6 floors, 84 houses, T0 to T3
The work in Bairro dos Alfinetes consists of the construction of a building public housing with basement parking and outdoor space, covering an area of 5,200 square meters. The building will be divided into two blocks housing, which will incorporate 84 houses of types T0 to T3distributed by six floors above ground. The underground parking will serve the new homes but also the rest of the population, as it will be used and operated autonomously.



The contract also includes redevelopment of public spacesThe project also included the re-profiling of the road and the creation of infrastructure and green spaces for collective use in the area surrounding the residential buildings. This project was developed in conjunction with the new Urban Park of Quinta do Marquês de Abrantesalso under construction. With an area of approximately four hectares, this new green space will be built next to the railway line, close to the Marvila Library and the train station. It's a project that is the result of the residents' express wishes, following a participatory process, and will create an important green and leisure area for families.
The Quinta do Marquês de Abrantes Urban Park will have a playground, a children's playground and a kiosk with an esplanade, as well as a multi-purpose, tree-lined and well-equipped square in its surroundings, close to the (future) access point to the station. With the creation of this square, a new urban centrality is being sought, which is so scattered throughout the various existing patios and courtyards, being equipped to respond to the most varied requests.




Flamenga neighborhood
2 buildings, 6-7 floors, 132 houses, T0 to T4
In Bairro da Flamenga, construction is underway on 132 public housing units to be made available on the affordable rent market. Two buildings will be built: one with seven floors above ground and two basements for parking, with 72 housing units; and the other with six floors above ground and 60 dwellings. The building with parking will have 161 spaces (more than the number of houses), with a further 86 spaces planned outside. The first floors of both buildings are reserved for common areas, technical areas and stores.
